Do you think that the Water can be used as a memory medium, and people just don’t have technology to do it yet?

I am of opinion that oceans are used as storage of information by some alien civilizations. The deeper the ocean the more clearer and more manageable the information is. And anything that lives in the ocean, facilitates electricity necessary to keep the memory accessible like RAM. Otherwise it just stays there dormant.
Just throwing it out there, seeing who will bite.
I have no idea how you think that information is being stored in water. It would make a good science-fiction story, but if you really want people to take your idea seriously, you need to have some proof that water is capable of storing information.
