Depends on what you consider a "low price". In order to be an ISP you needs to provide Internet access via some method to clients. Usually this starts out as a modem bank but it could be DSL, cable, partial T1, Frame relay. What ever you wish. Those line would then have to run to the house where servers are hosted. You will also need a firewall and a couple of routers. These to segment out the servers. Let alone the fact that you will need to purchase a range of public IP addresses. These will then need to be assigned to your firewall and clients.
First and foremost, if you are in the USA, you will need to ensure that your property is zoned properly for housing all of this equipment, the proper fire suppression and running a business.
Being an ISP is not an easy nor inexpensive task!
