Is there any technology that would allow coal miners to communicate with persons above ground?

Is there any technology on the market that would allow coal miners that are up to 1,800 ft below the surface to communicate with persons above ground? 1800 feet = 0.3409091 miles.
Jessica, I’m so very sorry about your dad. My prayers are with the men trapped in the Utah mine.

I was hoping that for safety reasons, coal miners would be required to carry with them a communications device so that they could talk with people above ground if there was an emergency. But I don’t know if there is a 2-way radio that would transmit from deep in a mine to above the ground. I saw the phones in a mine on the news, but when there is a collapse or other problems, the men can’t always reach a phone. I just think there needs to be something other than a phone to communicate with.
