What is the best technology for creating a web site that will have millions of users?

I want to create a site that is meant to be used by the general public and will hopfully have millions of users. The site will have personalized content for each account, forums, etc. Basicaly it will have similar performance and functional requirements as Facebook. I have excellent .net skills at my disposal but I have a feeling I’ll need to use something faster.
